Building a Cross-Jurisdictional Fire Response Data Model

After the 2007 fires that burned over 300,000 acres throughout San Diego County, it became apparent that no single agency or jurisdiction has the ability or resources to sufficiently combat any and all emergencies that may occur. The San Diego Operational Area North Zone Fire Group was created to facilitate cooperative planning, training, preparation, and mobilization to ensure timely and coordinated firefighting efforts. One of the key tasks of the North Zone Fire Group was to develop a cross-jurisdictional GIS data model and fire run book that would encompass all base map features related to emergency response, in addition to interior structures and fire appurtenances. This presentation provides an overview of the North Zone Fire Mapping Collaborative Project, Structure Pre-Plan Data Model, Wildland Pre-Plan Data Model, Lessons Learned, and Challenges ahead.
