Inventorying and Maintaining Signage and other Township Assets with GIS

Upper Leacock Township, Lancaster County, PA, implemented an Esri-based GIS over multiple years in order to manage the inventory and maintenance of its various infrastructure systems. Beginning as a sanitary sewer and potable water asset management program, the GIS has grown to include other assets such as storm water, pavement management and, most recently, signage.
GIS was implemented for sign inventory, management and maintenance in response to the federal sign retroreflectivity mandate. Through strategic planning and budgeting, the Township was able to achieve the requirements defined for the first mandated date, and inventory/inspect each of their signs in order to develop a plan for maintaining retroreflectvity standards as set forth in the mandate.
GIS is a tool used by various Township personnel to perform day to day tasks, one of which is the analysis/identification of existing signage in order to identify retroreflectivity deficiencies and thusly, allowing more accurate budget development.
