A Decision Support Tool for Designing and Evaluating Land Use Scenarios
Defining Issue: The opening of Denver International Airport has presented the City of Denver with a rare opportunity. The 5,000 acres that had comprised Denver's former airport (Stapleton) are now available for redevelopment. The City hopes to occupy this site with a community that includes a mix of commercial, residential, and open-space areas. This community is to be sustainable in terms of resource use and waste generation.GIS Solution: A land use decision support tool named AR/GIS (Active Response/Geographic Information System) was used to meet Denver's planning needs. AR/GIS affords its users the ultimate flexibility in designing and evaluating multiple land use scenarios. The system is applicable to both urban and natural resources planning. Methodology: AR/GIS is a resource modeling system that allows novice and advanced users to interactively design and evaluate land use scenarios. AR/GIS incorporates three important phases of land use planning. First, a land use scenario is produced
through interactive digitizing and incorporation of existing data layers. Several scenarios can be stored and then retrieved at any time during the planning process, facilitating comparison among multiple land use options. Next, the scenario is evaluated in terms of one or more criteria such as energy consumption, water use, solid waste generation, emissions, and so forth. Evaluation is conducted using empirical models that are linked to the geographic database. Results are generated in graphic, tabular, and text file format. Finally, AR/GIS provides automatic report generation. Reports may include the land use design itself, evaluation results and their associated models, and all relevant assumptions pertaining to the land use design and evaluation models. The AR/GIS system has been developed using an object oriented architecture. AR/GIS can operate in a stand-alone mode or in a local area network configuration for collaborative planning workshops. AR/GIS has been successfully applied in projects
involving resource management, sustainable development, site remediation, and direct public involvement. This paper will describe AR/GIS functional capabilities and design.Software: AR/GIS was developed on the ArcView GIS platform, using Avenue and Visual Basic.
