Cadastral Modernization Initiative - Updating Navy and Marine Corps RESMs

Currently, the NAVFAC Southeast region real estate maps are not consistent, accurate, or in modern formats, nor are muniments accessible digitally. The Cadastral Modernization Initiative (CMI) remedies this by creating a progressive, comprehensive, and repeatable system that prepares NAVFAC to track and manage Navy realty interests, while at the same time providing accessibility to this information via GRX (formerly RSIMS)- a GIS web viewer portal.
The overall goal of the CMI is to improve the accuracy and management of real estate records and provide better information more quickly. Phase I,provided the accessibility and the means to set resourcing and execution priorities for ensuring accuracy:
• Audit of current Real Estate Summary Maps (RESMs) and legal records including a geographic reference to areas of discrepancy.
• Boundary surveys for 30% of the sites.
• Geotransformation of RESM CAD drawings and application of new RESM template with SDSFIE-compliant CAD layers that compliment the same information in a geodatabase.
• Conversion and attribution of real estate features to an SDSFIE-compliant geodatabase for upload into GRX complete with property attribute data from iNFADS, links to the iNFADS record card itself, muniments, photographs, and other data.
• Installation site packets that include site survey notes/data, a discrepancy database and map layer, and an overall site grade.
• A Technical Approach document including all methodology, data dictionaries, entity relationship diagrams, etc.
• A Standard Operating Procedure Guide that optimizes the process of handling real estate actions as they travel through the Asset Management Business Line.
