Transport policy in Norway

• Norway has three levels of government:

  • national, county (fylke) and local (kommune)

• Road construction is a national responsibility, but administered on a county level.

• Major highway construction for the Bergen region began during the 1980's and was financed partially by a toll ring around Bergen.

• Public transport is largely a county responsibility.
