Emergency Management, Preparedness, and Response (EMR)

Creating a Common Operating Picture for Disaster Management in EMOPS

—Malinda Braland, Pacific Disaster Center

Since 1996 PDC has delivered effective solutions for disaster management and humanitarian assistance communities worldwide. To facilitate this assistance, PDC created the web-based Emergency Management Operations (EMOPS) application. This integrated decision support system provides controlled access to multi-hazard information allowing emergency managers to quickly view and analyze significant events occurring in their area of interest. EMOPS offers four key benefits for disaster managers: 1) Automated ingest of hazard updates from authoritative sources for display in a geospatial context, 2) Near real-time display of events along with other critical asset and population data layers providing a comprehensive 'common operating picture', 3) Early warning notifications via email of location-based hazards, and 4) Ability to create, post and share products internally or with other agencies and departments. Users of EMOPS include the Department of Defense, National Guard, state and county civil defense agencies, U.S. Military, and others with public safety responsibilities.
