In accordance with National Spatial Data Infrastructure (NSDI) policies and guidance from the Federal Geographic Data Committee (FGDC), Office of Management and Budget (OMB) Circular A-16 requires the development, maintenance, and dissemination of a standard core set of digital spatial information for the Nation that will serve as a foundation for users of geographic information. Federally owned or leased "Buildings and Facilities" was designated as one of the core themes and the General Services Administration (GSA) was assigned to facilitate the implementation of this theme. The development of one of the core themes is a complex process from the first steps taken to define the theme and identify the appropriate stakeholders and business requirements to the design of data standards and eventual consolidation of the national data theme. This paper documents the process that GSA has undertaken thus far to develop the Buildings and Facilities Data Theme and to lay out the agency's next steps.
