A Hybrid Approach to Formalizing Land Rights of the Poor

Effective long term solutions bringing about land rights formalization have a broad range of possible formulations. Our program—known as "Medeem"—uses GIS to create property information products and processes that work outside but complementary to government's titling process, a process we call "paralegal titling." Fundamental to our paralegal product is the utilization of modern geospatial technology to efficiently collect a broad compendium of property ownership information in the field. In addition to its unique programmatic methodology, Medeem is pioneering the application of a hybrid funding approach for use in land related programs. Often known as the "social impact investment model," it supplements more traditional program/ project funding approaches with long term private sector investment capital and locally driven operations. Development programs struggle with sustainability due to the lack of an ongoing business enterprise. Medeem alters that outcome with sustainable profitability at the core of its business design.
