GIS Integration of the US Air Force Reserve Command Recruiting Service

Over the past two years the USAF Reserve Command, Recruiting Service has been migrating from a legacy territory and lead management system to a modern GIS based system that integrates recruiting data from an Oracle based database with territory information, built and maintained in ArcGIS and Business Analyst, to deliver ArcGIS Server based map services (territories and leads) to Recruiters.

This paper describe the architecture and operation of a GIS based recruiting system and how it is used to:

  1. Develop recruiting Zone Maps based on market share for seven types of recruits.
  2. Balance those zones to ensure fair market shares for each territory (based on age range, territory size, and recruit type)
  3. Deliver (via ArcGIS Server web map services) maps linked to leads for all recruiting staff.
