NOAA TIFM Implementation

—Rich Moore, Parsons, Gary Siorek, ARCHIBUS

The National Oceanographic and Atmospheric Agency (NOAA) is implementing an enterprise solution to automate and streamline its facilities asset planning and management processes.

NOAA's objectives:

  • Provide effective, efficient, agile installation asset lifecycle management
  • Create standards based processes
  • Deploy authoritative data
  • Institute a process driven approach

Parsons will leverage years of experience in implementing infrastructure and facilities management solutions for federal and commercial users to support these objectives. This paper describes the approach that will be followed by NOAA and Parsons to implement an overall Total Infrastructure and Facilities Management (TIFM) solution.

Key elements of the Implementation Process:

  • Review Existing Implementation Planning Documents
  • Software Installation/Pilot Programming/Training
  • User Acceptance Testing – Spiral Development Process

Over time, the system will be further enhanced by integrating other NOAA IT systems and AM content, including geospatial systems and data, yielding a comprehensive TIFM solution.
