The GIS cost and fee structure model was developed to assist organizations to budget and determine cost recovery vehicles for their GIS programs. The model tracks expenses and calculates projected revenues from GIS products and programs over a given period of time. This information is used to generate realistic and justifiable pricing structures for GIS data and services and to present multiyear budgeting summaries on both a cash and amortized basis. This paper will examine the development and use of the cost model for an organization, highlighting the many factors that must be considered to properly address this important issue.
