AbstractPower and Mapping: Drawing District Boundaries for a New Louisville Track: State and Local Government Author(s): William Dakan In November of 2002, the citizens of Louisville and Jefferson County, Kentucky voted to merge local government into a new metro form. The act allowing such vote made the author the sole drafter of the 26 election districts for the new metro council to be drawn without any legislative oversight at all. The author made full use of the districting extension to draft the districts with considerable public attention given to the project. Subsequent to the primary elections in Soring, 2002, the author used ArcView to analyze the results and to predict possible coalitions within the new government.
