AbstractGeoBEST: Military Contingency Planning with ArcGIS Track: Defense and Intelligence Author(s): Jeffrey Williams This paper presents the use of GIS to support military contingency planning. GeoBEST is a decision support system that streamlines the bare base planning process. Originally developed as an ArcView 3.2 application for the Air Force, GeoBEST has been reengineered within ArcGIS and extended to support U.S. Army bed-down practices. Users construct scenarios for employment of standard or user-defined force packages and lay out a bare base in an interactive, map-centric environment. The system uses parametric modeling to identify assets required to support a given mission and enforces siting standards to assure appropriate design considerations are included in the bare base plan.
