AbstractGIS Modeling in Land Use Planning Track: State and Local Government Author(s): Lonnie Meinke, Natalie Siderius In 2001, Winona County, Minnesota, updated its Comprehensive Land Use Plan using the modeling power of a GIS. The primary goal was to provide accurate and easily accessible information for County land use decisions. A grid of cells, each 20 meters square, was applied to all land within the County. Numerical values for each cell were determined by combining a series of more than 40 geographic layers containing physical, social, and economic data commonly used in land use planning. Reasonably quick analysis of this data enables planners to identify the consequences of alternative development scenarios. This aids government officials in making fair, consistent, and impartial land use decisions.
