Abstract
Building Networks Without Geometry

Out of the box, ArcGIS provides geometric networks as the sole means of building network models for transportation and utility applications. This paper offers an alternative that uses direct creation and manipulation of the logical network, with or without simple features being utilized. The alternative provides the advantages of decentralized network construction using graphical and nongraphical interface designs. This work also provides an alternative implementation of UNETRANS, one that better accommodates current legacy systems and existing work processes.
