AbstractConsortium Based GIS: The Good, the Bad, and the Ugly Track: System Implementation for GIS Author(s): Sharon Vanderbout, Brian Berdanier This presentation will cover the genesis of the REGIS Project in Grand Rapids (Kent County) Michigan, a multiparticipant consortium project with 19 participants including Kent County and various cities, townships, villages, and quasigovernmental agencies. The REGIS Project encompasses approximately 900 acres with 150,000 parcels and 200 layers of data. The paper will discuss the role of the County as the land base administrator for the enterprisewide project and the role of the REGIS organization in maintaining the centralized system architecture and consortium policy development. The County Property Description & Mapping Division has maintained County-wide parcels in the manual environment and is contracted by REGIS to maintain designated layers on behalf of the enterprise within a centralized system environment. This implementation has involved many logistical and technological challenges, organizational transitions, and business process transformations. This presentation will highlight the key areas that led to the successful implementation of this enterprisewide parcel fabric maintenance model. The REGIS Agency is comprosed of the participants and an organizational staff. The Agency falls under the umbrella of the Grand Valley Metropolitan Council and is overseen by an Executive Board that is derived from an overall Board that has representation from each participant community. The organization staff maintains a centralized system architecture for data, applications, and publishing of the enterprisewide data sets. The organization also works with the participant communities in the development of policies and procedures that guide the Agency.
