AbstractUsing a GIS System to Facilitate the Management of Utilities in the Arctic: A Case Study Utilizing Eielson AFB Track: Defense and Intelligence Author(s): Helen Kenyon-Bares, Preston Rufe Creating and managing a GIS is a large undertaking in itself, but throw in permafrost issues, arctic temperatures, very little light in the winter, an isolated location, and then you have Eielson Air Force Base. Located roughly 150 miles south of the Arctic Circle, Eielson AFB has many complex issues regarding utilities. With oversight and planning guidance set down by Pacific Air Forces (PACAF), the 354 Fighter Wing, Eielson Air Force Base, Alaska, took the undaunting step last fall and established a GEOBASE GIS section in the 354 Civil Engineering Squadron. Thus this paper shares the knowledge learned, hardships, and triumphs with anyone else working under such harsh conditions.
