Abstract


LUCA After the 2000 Census: What Will the Program Be?

The 2000 Census Local Update of Census Addresses (LUCA) was a new program first started for Census 2000. The program enjoyed wide participation by local governments and was viewed as a success by both the Census Bureau and local governments. In follow-up interviews with a sample of governments, there was broad support for repeating the program on a regular basis. Plans are currently being developed to implement LUCA on an ongoing basis. This paper will describe the program as planned and detail the changes being implemented in the post-Census 2000 LUCA program. Some of these changes are providing local governments with more choices on how to provide address information, allowing local governments to schedule their address update work at a time that best fits their schedules, targeting fast growing areas for more frequent updates, providing more extensive feedback to local governments, etcetera. The LUCA program is an important part of the Census Bureau's plans to maintain the quality of the Master Address File.
