AbstractEmpowering Citizens by Integrating GIS and the Comprehensive Plan Track: State and Local Government Author(s): Katherine Smith, Waverly Evans Blacksburg, Virginia, for years has been on the leading edge of community-based technology. In 1996, Blacksburg developed a multiaward-winning Comprehensive Plan. Highlights include a 50 year vision, community established neighborhoods, and a digital publicly accessible format with more than a hundred static graphics. Goals were defined during the 2001 Comprehensive Plan revision to increase citizen understanding/use of this important document and accomplished by creating a Web site structure organized around FAQs and interest groups. Interactive links provide direct interface to Blacksburg's existing Web-based GIS. This demonstration will include a live presentation of Blacksburg's 2001 Comprehensive Plan Web site and its interactive GIS functions.
