AbstractPlan the Plan and Let the Process Deliver Track: State and Local Government Author(s): Twyla McDermott, Patrick Noonan The City of Charlotte, North Carolina, recently completed a comprehensive strategic planning process for its GIS program. The process included the participation of more than 300 City employees, involved all City departments, and was directed by a collaboration of multidepartment GIS staff and outside consultants. Besides the creation of a strategic plan document, the most important outcome resulting from the process is the transformation that occurs among the employees themselves. The consensus building and enthusiasm generated for GIS through the process is a critical component for creating the momentum to ensure that the plan is implemented. Using the City of Charlotte experience as a case study, this paper will explore the various aspects of GIS strategic planning including the methodology used, lessons learned, and outcomes.
