Converting Assessor's Tax Parcel Records to GPS Control

The Spokane County Assessor's Office maintains a Countywide GIS-based tax parcel layer that was originally developed from hand-drafted Mylar source maps, which were built using section line control that was digitized from USGS 7.5 minute quadrangle maps. Spokane County has developed a process to rebuild its tax parcel data to a GPS section line-controlled ArcInfo coverage using coordinate geometry with the recorded survey and plat information. Recorded plats and surveys are captured as COGO source files using County-developed GUI-based software. The Assessor's and Engineer's GIS staff then positioned the captured plat and survey data in the proper location using the new GPS section lines as control. Assessors tax parcels are then built from the data by evaluating legal descriptions and processing land segregations to create each individual tax parcel. More than 30,000 parcels have been rebuilt to date. Using the language contained on property deeds to build tax parcels in GIS with available georeferenced plat and survey data sometimes reveals problems in legal descriptions that must be researched. In some cases notification is sent to landowners to inform them of a potential in title problem. The Assessor's Office does not attempt to resolve apparent overlaps or discrepancies in deeded property ownership. The final improved parcel data is used to develop high-quality digital section maps for sale to the public and contributes to the overall relational accuracy of the Spokane County GIS database.
