AbstractRisk Reduction Strategies for Implementing GIS-Based E-911 Systems Track: EMS, Fire, Disaster Management Author(s): Tim Eckard, Marvin Hopper, Fred Wiseman The California Department of Forestry and Fire Protection (CDF) is upgrading their current tabular-based computer-aided-dispatch (CAD) system to one using a GIS-based street network data set, which will be managed internally by CDF using ArcSDE. To support development of the GIS-based CAD requirements and internal processes for data acquisition and maintenance, Farallon Geographics developed a series of GIS position papers addressing technical and organizational issues the project may encounter. This paper will present overall risk and cost reduction strategies developed to assist CDF in understanding the technical, managerial, and political issues involved with building and integrating a State-wide street network data set.
