AbstractATC-20 Rapid Damage Assessment Using GIS Track: EMS, Fire, Disaster Management Author(s): Paul Deshler, Scott Fabbro, Hyrum Ernstrom Following any major disaster, reliable and immediate information is the most valuable tool a city or county can have in assessing the damage and creating an accurate recovery plan. Incorporating and expanding upon the FEMA standard ATC-20 Damage Assessment Form, Accela GIS and the City of Glendale, California, have developed an integrated solution to give inspectors the ability to conduct field inspections using wireless technology and Internet mapping. This application, combining microcomputers, wireless, database, and Internet GIS mapping allows for Emergency Operation Centers to properly allocate resources and receive state and federal relief funds in disaster situations....within minutes instead of weeks. Using ArcIMS, jurisdictions will be able to provide geographic representations of the disaster area including detailed information on the status of structures in and around the affected areas. All communication with the press, community, and government officials will be based on accurate information from one centralized database.
