AbstractAn ArcIMS Tool for Land Use Planning in San Francisco Track: State and Local Government Author(s): Cheryl Parker This case study describes an ArcIMS database and interface developed for land use planning in San Francisco, CA. The application was developed for the City Planning Agency to assist in re-zoning industrial lands to accommodate new housing but minimize displacement of jobs. The tool was paramount to understanding the nature of industry, use of land, and land use conflicts. This analysis became key in determining zoning boundaries and in testing new zoning strategies. This case study is relevant for older cities that are undergoing industrial transformation, have pressing housing needs, and are exploring revised land use zoning strategies.
