State of Maryland: Redistricting Process and Requirement

As required by the U.S. Constitution Article 1, Section 2, the president must, after the decennial Census of United States, transmit to that body a statement of apportionment of the 435 representatives seats among the states. The number of representatives allocated to each state is based on the census results and determined by the "method of equal proportions." Each state is guaranteed at least one representative and the remaining 385 seats are apportioned among the states by assigning values to each seat. As a result of this process, Maryland was allocated 8 congressional seats, which was same as in 1990. As required by the Maryland Constitution (Annotated Code of Maryland, Article III, Section 2-5) the population is apportioned for 47 Senate and 141 House of Delegates in Maryland General Assembly. This session will present an overview of the 2002 Redistricting process and requirement in the State of Maryland. It will outline how GIS Redistricting software was used to store, integrate, analyze, and present geographic and tabular data for Maryland. It will also present a brief overview of the various GIS data layers used in the overall process of Redistricting.
