Web-Based Geotechnical Data Management System

US Army Corps of Engineers, Far East District (FED) has implemented a Web-based Geographic Information System (GIS) by capabilities of ArcIMS and ArcSDE.  The contract was made with Esri and Esri-Korea.  The system was customized by in use of ArcIMS and HTML/JAVA scripts as well.  In addition to standard HTML viewer, JAVA function for feature edit notes and print to plot (E4) at client side were designed.  The system has developed for efficient information management and share of geotechnical, environmental and groundwater data for the facilities within the Korean theater.  The hyperlink function was used for the attributes for borehole logs, well construction logs and photographs.


INTRODUCTION

US Army Corps of Engineers, Far East District (FED) has implemented a Web-based Geographic Information System (GIS) in the use of Esri ArcIMS and ArcSDE software packages. The purposes for GIS are to manage and share geotechnical, environmental and groundwater well data efficiently.The contract was made with Esri for software deliveries and Esri-Korea for web development and technical services as a whole package.

WEB APPLICATION

The web application was customized by utilizing the Designer capabilities of ArcIMS and/or use of HTML scripts, Visual Basic, and JAVA scripts for the Government specific requirements. The applications are described as follows:

          a. display of facility data
          b. zoom in/out and panning capabilities
          c. identify feature capability
          d. provide scale bar
          e. hotlink to associated documents
          f. print/plot function at a certain scale
          g. control of layers displayed
          h. get X/Y coordinate from mouse cursor
          i. calculate distance and buffer function
          j. query spatial object & its attribute
          k. provide scalable map display by threshold scaler
          l. provide map note function for printing template
          m. feature edit notes
          - select specific layer for editing.
          - point edit function: add, delete, and move.
          - line edit function: add and delete of line / add, move, and delete of vertex on line.
          - polygon edit function: add and delete of polygon / add, move, and delete of vertex on polygon.
          - sending to server about edit notes.
          n. client print to plot
          - client decision specific interest spatial area at a certain scale (default/free).
          - map component is map features, title, note, scale, legend, north arrow, and neat line.
          - print to plotter.

In addition to the above web application, 3D (VRML) scene and Virtual 3D fly simulation movie for the general site were developed. The developments were; 1) 3D display accessed thru hotlinks within the 2D interactive web map environment (using a third party browser plug-in for display), 2) allow interactive display of 3D perspective views via third party VRML Viewer plug-in. The VRML and AVI files were generated from ERDAS Imagine v. 8.4 with VirtualGIS.

DATA

The data consist of vector and raster. Vector data are composed of general site map, geotechnical borehole location, groundwater well location and survey bench marks. The hyperlink function was used for the attributes for borehole logs, well construction logs and photographs. Raster data are NIMA and commercial satellite images.

SYSTEMS

The ArcIMS v.3.1 for 4-CPUs and ArcSDE v. 8.1, Oracle 8i were loaded on Compaq server DL580.
