Delaware County GIS Build-Out Feasibility Analysis for Future Sewer Service
Track: State and Local Government
Author(s): Da-Wei Liou

Delaware County has been the fastest growing county in Ohio (by percentage) and recently became the 10th fastest growing county in the United States (by percentage). This surge in growth has created a shortage in county services, which have been fighting to keep up with development. The Delaware County Commissioners asked the Delaware County Regional Planning Commission to use its GIS to create a build-out analysis for forecasted densities when land is ultimately developed. This study developed a feasibility analysis by prioritizing each parcel based on planned densities, private septic suitability, and cost feasibility. The result was a determination of the future need of county sewer services at a parcel-by-parcel detail. These priority areas were paired with forecasted economic and residential growth corridors to produce recommended service areas that the Commissioners can invest the County's resources in to guide growth, rather than chase it.
