County-Scale Green Infrastructure Planning Using GIS Spatial Analysis
Track: State and Local Government
Author(s): William Allen

Green infrastructure is a strategic approach to conservation that identifies priorities and provides a framework for resource planning. The Conservation Fund was engaged to produce a Green Infrastructure Plan for Talbot County, located on Maryland's Eastern Shore of the Chesapeake Bay. While raster-based spatial analysis frequently is utilized at a statewide or regional scale to design green infrastructure networks, only recently have these tools been applied successfully at a county scale to support local planning decisions. Talbot's Green Infrastructure Plan was developed in coordination with the County's updated Comprehensive Plan in order to reflect the community values, future vision, and local interests set forth by Talbot County and its residents. The Plan provides a model for integrating local planning practice with Spatial Analyst tools that identifies ecologically important resource areas, highly productive working landscapes, and critical areas for the protection of aquatic resources.
