Using GIS to Quantify Transportation Performance Measures

The City of Rockville has designed a performance-based process to evaluate the quality of its transportation system. Starting with the development of its master plan, goals and objectives were developed to set the framework for analysis. Performance measures were linked to each objective to quantify the quality of service. GIS modeling and inventory tools were applied to measure the success of the transportation system, using ArcGIS, Network Analyst, 3D Analyst, ArcGIS Spatial Analyst, and GPS. GIS tools were developed to measure mobility, accessibility, and safety. These tools apply to pedestrian, bicycle, transit, and automobile modes of travel. Example products of the analysis include measuring the number of people accessible to activity centers by each mode, taking into consideration network travel times and intersection delays.
