Michigan's Comprehensive GIS for Emergency Management and Homeland Security Track: Homeland Security Author(s): Eric Nischan The State of Michigan Emergency Management Division (EMD) set out five years ago to develop a comprehensive information management system for disaster planning, response, recovery and mitigation. GIS was instantly recognized as a key component of this system and now stands at the core of EMD operations. By integrating a cutting edge incident management system and hazard modeling extensions with Esri GIS, the state has created a powerful tool for public safety.
