Using ArcGIS Spatial Analyst to Guide Delaware's Spending Strategy

In 1999 the State of Delaware's Cabinet Committee on State Planning Issues developed a document, "Strategies for State Policies and Spending," which presents a rationale for sensible growth strategies to accommodate Delaware's burgeoning population while still maintaining a high quality of life for its citizens. A major component of the Strategies is a map which identifies areas in Delaware as developed, rural, or transitional and uses these characterizations to help guide state policy. This map is currently being updated by the Office of State Planning Coordination and the University of Delaware, using ArcGIS 8.3 Spatial Analyst to grid and combine more than 25 vector input layers to arrive at a "growth score" for every location in the state. This scored map will then be used by policy makers to guide local, county, and state agencies in their spending and investment decisions.
