Collaborative Capital Investment Planning Track: State and Local Government Author(s): Michelle Alexander, Twyla McDermott The City of Charlotte is using ArcIMS GIS technology to support collaboration with Capital Investment Planning (CIP) activities across multiple departments and agencies. The effort is a multi-phased initiative designed for CIP submittal request data entry, multi-agency collaboration and reporting. Data management is enhanced by the centralization of CIP project requests via a web-based interface that populates and updates the CIP data model in SQL Server geodatabase format. CIP projects that have a spatial component, such as infrastructure or facilities, are identified by creating locations on a map. The collaboration component delivers view, query and overlay mapping functionality to identify opportunities for project timing, funding and other collaborative efficiencies. The application allows City budget staff to create funding status reports and track the CIP project lifecycle from a budgetary perspective.
