Mobile/Handheld GIS Data Collector for the Department of Health, Florida

The Florida Department of Health (FDOH) inspectors need to inspect a variety of sites and facilities throughout the state of Florida, such as swimming pools and restaurants, to observe and record any infractions to the department's regulations. Traditionally, this process depended largely on handwritten field notes. The FDOH is aiming at achieving greater efficiencies in data collection and processing, through the use of software tools, GIS, and mobile technologies. This paper presents the development of an ArcPad application running on windows CE devices, allowing inspectors to electronically gather inspection information and GPS coordinates, and consolidation in a centralized database. A number of issues are addressed, relevant to the implementation of this promising technology, such as the software development process, ArcPad's development environment, performance issues, and most important, factors involved in the adoption of this new way of doing things by users.
