A Services Approach to GIS

When a few people are charged with developing and supporting GIS in a large organization, new technologies and best practices can lead to success. The Florida Department of Agriculture and Consumer Services needed to centralize management of valuable GIS resources (an ArcSDE data library and ArcIMS map services) and support their use across divisions. By providing browser-based interfaces, Web services, an AXL library, simplified management, and rapid development tools, two employees accomplished goals of agency-wide accessibility. Innovative marketing efforts and a portal Web site helped employees throughout the agency learn about the resources that are available. The original multi-division needs assessment, intended to gather requirements for map services, instead identified that the Department's data needed to be spatially enabled. Therefore, Web services for data entry as well as data management and map services were developed and are presented in this session.
