Assessing Housing Growth When Census Unit Boundaries Change

Urban sprawl is a major problem in conservation and land use planning making detailed spatial data important for both science and management. The U.S. Census Bureau data and TIGER/Line files provide detailed information about housing units. However, up to 60 percent of census blocks changed boundaries between 1990 and 2000 making it difficult to assess change from one decade to another. We compared three techniques to derive a common geography between 1990 and 2000 census blocks and used these to map housing growth in Oregon as an example. Without pre-processing, areas showing increases in housing units had a total increase of 411,000 houses accompanied by a total decline of 152,000 houses. Most of this decline is likely caused by incompatible geography. More sophisticated pre-processing methods reduced declines to about 54,000. This highlights the need for advanced GIS algorithms when analyzing sprawl based on census data.
