DFIRM Databases: Lessons Learned

This paper will present an industry perspective on the creation of Digital Flood Insurance Rate Map (DFIRM) Databases. The DFIRM Database is the GIS data set that contains FEMA flood hazard mapping data. The data sets are prepared and distributed to the public in three data formats: E00, SHP, and MIF, all accompanied by metadata. More and more mapping partners, including States and local communities, are embarking on the preparation of the DFIRM Database GIS product as part of their floodplain management programs. After creating almost 100 DFIRM Databases and reviewing those created by others, we have learned some valuable lessons from which others could benefit. This paper will present the main lessons learned along with examples that illustrate each and specific recommendations for avoiding pitfalls. Some of the issues that will be covered include what to do when local mapping situations occur that are not covered in the specifications; how to ensure consistency between the Flood Insurance Study components (maps, Floodway Data Tables, hydraulic models, and the DFIRM Database); tips for making error reports user-friendly; and why tracking data sources at the feature level is important and how it is used in metadata.
