Hurricane Isabel On-Site GIS Support Track: EMS, Fire and Disaster Management Author(s): Frank Oporto, Catherine Bohn Hurricane Isabel made landfall on September 18th, 2003, near Drum Inlet, North Carolina. Immediately before the hurricane made landfall, Dewberry personnel were sent to FEMA's Regional Operations Center (ROC) in Atlanta and to the Emergency Operations Center (EOC) in the District of Columbia to provide on site GIS support. After Hurricane Isabel made landfall, Dewberry provided GIS support at FEMA's Disaster Field Offices (DFOs) located in North Carolina and Virginia. This presentation will discuss how GIS was utilized to assist in the disaster response decision-making process. The focus of the presentation will be on the event data gathered and how it was used; the GIS map products developed; the hardware, software, and network issues; new technologies that assisted the response efforts including ArcIMS web map services; and application development including an ArcPad application for damage assessments. The presentation will conclude by providing lessons learned on utilizing GIS for emergency management.
