Using ArcMap in Emergency Response Scenarios at Local Schools
Track: EMS, Fire and Disaster Management
Author(s): Craig Thrasher, Gregory Coniglio

Recently, concerns about homeland security and emergency response situations has led to an increase in the use of mapping technology on the site of an incident. However, during an emergency, time is extremely critical and cannot be wasted on getting applications running. This project focuses not only on using GIS during the response but using the software as a training mechanism in a local fire department during downtime. This paper presents the project, undertaken by the East Aurora (NY) Fire Department; Trident CPT, Inc.; and Ecology & Environment, Inc., to develop such an application, beginning with the local high school. Relevant data sets were collected and organized with respect to the exterior (orthoimages, parcels, utilities) and interior (CAD floorplans) to the building/s. Staff captured multimedia of school grounds (still images and videos) which were linked to the ArcMap interface for use in familiarizing response teams with the school layout.
