Tackling the Burden of Vacant Housing Using ArcPad Track: State and Local Government Author(s): Jonathan Lynch When the Mayor of the City of Indianapolis decided to address the problem of vacant houses, he needed a solution that would get results. The City knew there were a number of vacant properties plaguing the community, but the problem could not be quantified. Armed with HP iPAQ handheld computers and customized versions of ArcPad, teams of inspectors canvassed the city looking for vacant properties. This paper presents the conceptual beginning of this project, the implementation, and the vision of the future using ArcIMS.
