Retrofitting the Foundation of an Archaeology GIS Track: GIS Organization and Management Author(s): Kristen Jensen The Utah Antiquities Section and partner agencies formally launched their GIS initiative in 1995. In June of 2002, the entire GIS staff was laid off without notice. Two years after that initial devastating quake, the only reasonable explanation is that an administrative foundation had not been laid. Despite great technological achievements, the structure was threatening to collapse. This paper describes going through the steps of planning for a GIS--after the fact. By using the framework of a private sector business model, key points are presented to the decision-makers in a way that makes cultural resource management more than Indiana Jones and GIS more than just maps.
