Development of the Zoning Maps Using ArcMap With MapBook Extension
Track: State and Local Government
Author(s): Jose Valenzuela

On August 30, 1991, the Government of Puerto Rico approved the Law for the creation of Autonomous Municipalities of the Puerto Rico Common Wealth. On October of 1992 Ponce became autonomous and by the Law 81, established the Territorial Planning Office (TPO). Since 1996, TPO has been developing CAD (Computer Aided Design) base maps with a proposal for the Land Use Planning of Ponce. The Municipality of Ponce uses the GIS software mainly for land use planning, permit compliance and orientation of the public. We have established a precedent in the use of GIS to explain the public policies of the Municipality of Ponce. Recently a TPO revised the zoning districts and worked on the GIS database with the use of satellite images and aerial photography. This has allowed us to develop a Planning Strategy called "Plan de Ordenamiento Territorial" that attends to the needs of the Municipality.
