Framework for Developing Mobile Pavement Data Collection Applications

Pavement management data collection systems require effective storage and display of spatial data. A palmtop computer with a compact GPS receiver has all the necessary features and expedites the data collection process and is more effective than paper survey forms or a laptop computer. The Overall Condition Index (OCI) used as a measure of pavement quality is user defined and depends on surface condition, roughness and structural sufficiency. A palmtop computer with ArcPad GIS, GPS can effectively store, retrieve, calculate, and display data. The GPS helps in collecting precise spatial data and navigating. This paper introduces a framework for pavement data collection applications. It discusses tools developed to process the raw road segment data for data collection and discusses other potential applications.
