Zooming in on the Big Picture: Improving GI With ArcIMS

The Royal Borough of Kensington and Chelsea (RBKC), London first used ArcIMS in 2001. An HTML viewer delivered the Land and Property Gazetteer (LPG) and Ordnance Survey maps to all Council staff. The LPG fits into a national UK project and is maintained to a high quality standard. The same cannot be said for other geographical information (GI) within the Royal Borough. For more than a decade, individual departments have maintained GI using different desktop GIS software and local standards. With a greater need to share GI across the enterprise, a new ArcIMS application has been developed. The Electronic Atlas (e-Atlas) uses the ActiveX connector and a database of metadata to serve customised uses to individuals. This paper will explain how the e-Atlas is being used to improve the quantity and quality of GI available across the enterprise and the "stick-and-carrot" innovations employed to encourage users' participation.
