Integrated Training Area Management: Improved Efficiency on Multiple-Source Data Integration

Numerous organizations deal with the U.S. Army, Europe (USAREUR) military training areas, including for instance German national and local authorities or the European Union (Natura 2000 "Flora and Fauna Habitat" designations notably). The Integrated Training Area Management Program (ITAM) intends to collate data from all interested parties: with the best possible data about the training areas being assembled, the most suitable land management policies that may be designed. However, data compatibility issues arise, requiring extensive data processing to use jointly the datasets from all source organizations. Existing data maintenance needs gradually grew, leaving eventually little time for new data development. ITAM has automated those processes in several ways in ArcGIS. Ultimately, further development capacity is secured, and data requirements are met to maintain the ArcSDE and ArcIMS end-products, amongst others. This paper presents the issues we encountered in data integration and the solutions we brought to improve data processing efficiency.
