Development of Multi-State GIS Application for the Appalachian Development Highways

Since Congress authorized the Appalachian Regional Commission (ARC) to construct Appalachian Development Highway System (ADHS) in 1965, ADHS has served the region by generating economic development, connecting Appalachia to the interstate system, and providing access to areas within the Region. By the end of FY 2002, 2,571 miles-approximately 85 percent-were complete or under construction. Rahall Transportation Institute, in collaboration with ARC, Federal Highway Administrator, and State DOTs, develops GIS application using ArcGIS that integrates ADHS Cost to Complete Estimate (CCE) information, performance information, and development information into a single database. Center lines of corridors are verified by GPS data, aerial, or satellite imagery based on availability. Features of the application include the ability to easily update different development status, change corridor alignments, display CCE Report, and show typical cross-section designs. The application provides a more accurate digital map of the ADHS corridors for transportation and economic development.
