Creating a National Multipurpose Cadastre for the British Virgin Islands

Currently in the British Virgin Islands (B.V.Is.), the Survey Department keeps all records related to the boundaries of parcels. Other departments have digitized blue print copies of these records to formulate their own Cadastral dataset resulting in differing versions of the same dataset. Problems in updating and collaboration between departments or agencies have become time consuming and difficult. With the formation of the National Geographic Information System (NGIS), the Survey Department and the Town Planning Department of the B.V.Is. are seeking to correct this situation by converting Survey Department's Cadastral data into polygonised data to be shared in the NGIS using ArcGIS software. This paper details the process that was used to complete this task. It highlights problems encountered and solutions developed to overcome them. The pivotal role of ArcGIS software in this exercise is explored. Finally the benefits of creating such a system are also documented in this paper.
