Enterprise GIS Strategy for Public Resources Planning and Public Involvement

Under the Bureau of Land Management's Planning Guidelines, federal legislation and court decisions, Resources Management Plans (RMPs) are required to support management's actions and to give guidance for local level activities. The National Environmental Policy Act (NEPA) requires public involvement and input throughout. This paper will discuss the enterprise architecture strategy that will be implemented to support external public scoping, data access, and public involvement, while also managing the internal workload of data preparation, environmental impact analysis modeling, analytic techniques development, and the design of visual presentations necessary for summarizing the complex issues involved. ArcGIS with ArcSDE will serve as the enterprise GIS architecture's backbone with ArcIMS as a tool for both internal and external access.
