Modernizing Water Rights Data for Use in Land Information Systems

Law dictates western water users maintain rights that legally describe 'places of use' and 'points of diversion.' Early attempts at mapping these rights generated products that are difficult to reproduce and even more difficult to integrate with other data sets. GIS has emerged as the appropriate tool for mapping and analyzing many land management issues, including water management, for which the Pacific Region Water Resources Branch of the U.S. Fish and Wildlife Service adopted in April 2003. This paper presents development of a Water Resources Information System that integrates spatial water rights data with legacy tabular databases and solutions to challenges in efficient database design to serve multiple end use applications. A geodatabase is used in conjunction with the Arc Hydro and Land Parcel data models to facilitate future modeling and integration efforts. Products developed with this system include maps with ArcMap and an interactive map service using ArcIMS.
