Applications Development for Fifty-Year Public Works Planning

The proposed presentation will demonstrate the ArcGIS 8.x/ArcSDE oriented approach taken in the development of Chesapeake, Virginia's fifty-year and twenty-year land use and transportation plans. Once the alternative growth models were constructed, each was examined to determine the feasibility of residential and nonresidential growth in each scenario. With three selected growth models, population and employment allocations were made to each traffic analysis zone (TAZ) in order to accommodate the Year 2050 population (400,000) and employment (200,000). Based on existing planning standards, factors were employed to illustrate the demand and location of all required facilities and services under each alternative growth pattern considered. These facilities and services included schools, libraries, parks, recreation areas, public safety demand (fire, police, and emergency services), stormwater runoff (including quantity and quality volumes), and other utilities such as water demand and sewage generation.
