The Role of GIS in Next-Generation C2I Systems Track: Defense and Intelligence Author(s): Hans Andersen The Danish Army Command Control Information System, DACCIS, is a COTS-based defense system that makes extensive use of the ArcGIS platform. The system has already been successfully deployed in the Danish Army and also looks set to be adopted in other nations. DACCIS relies on the NATO MIPS data model (migrating to become the Joint C3 Information Exchange Data Model [JC3IEDM]) to achieve interoperability with other NATO systems. It is the first COTS-based defense system to be based on the NATO data model. Many lessons have been learned about the integration of COTS GIS during the evolutionary development of DACCIS. This paper will discuss the use of COTS GIS within a command and control system and expose the benefits of utilizing ArcObjects as development building blocks. The paper also goes on to discuss how the flexibility of the underlying COTS framework also allows DACCIS to provide decision support into all phases of war including reconstruction.
